This is the metal fitting that connects a banjo neck to its rim. It has a machine-screw thread at one end and a woodscrew thread at the other - it's sometimes called a "wood-to-metal" dowel.
The woodscrew-threaded end is screwed into the heel of the neck and the machine-screw-threaded passes through a hole in the rim.
This fitting is designed so you can secure the lagbolt without a co-ordinator rod using a decorative dome nut with a suitable thrust washer. This which looks nicer than a simple hex nut and is more commonly used for fixings without a co-ordinator rod
Here are the details and dimensions of this lagbolt - 40mm long, 15mm of which is threaded M6 x 1.0 pitch and 25mm of which has a #14 (approx) woodscrew thread
The lagbolt is supplied with 1 x M6 dome nut, 2 x M6 hex nuts (which you can lock together to drive the lagbolt into a pre-drilled pilot hole in the heel of the neck) and 2 different M6 thrust washers (12mm & 18mm O.D. respectively).
